Abstract The purpose of the report is to provide a review of the scientific literatue on oxygenated fuels and to assess effects of the winter oxygenated fuels program on air quality, water quality, fuel economy and engine performance, and public health. The report identifies areas where the data are too limited to make definitive conclusions about the costs, benefits, and risks of using oxygenated gasoline in place of conventional gasoline. Several research needs on oxygenated gasoline were identified that would reduce uncertainties and allow a more thorough assessment of human exposure, health risks and benefits, and environmental effects.
