Abstract |
State highway agencies are using alternative contract management methods to improve construction quality. Comprehensive quality goals include improved performances at lower life-cycle costs, enhanced efficiency and productivity, optimal cost and delivery time, and changes in attitude--promoting a team approach and viewing the highway user as a valued customer. This research project investigates innovative contract management and delivery methods, bidding procedures, and specifications used in highway construction industry to improve quality, save costs and time, and reduce risk. |
