The purpose of this report is to help area emergency responders, transportation, public safety and environmental official understand Operation Respond, judge its value and assist those who want to implement Operation Respond to see if they can improve emergency response. This report provides material that will give you a better understanding of the progress that communities and other have made to improve emergency responses to hazardous materials incidents. A section of the report provides information to assist communities in deciding if Operation Respond is right for them. This information includes potential costs and benefits, step-by-step guidance on how to implement the program, activities to avoid, and a point of contact for additional information.
