Abstract |
This manual serves as the self-instructional portion of a course designed for plant personnel, consultants, contractors, Federal, State, and local agencies who are responsible for monitoring volatile organic emission from leaking process equipment. The manual reviews in detail the sources of fugitive volatile organic compound (VOC) emission and describes the procedures and equipment used to detect leaks. The primary focus of this instruction material is to teach the procedures (Methods 21 and 18) and practices required (and recommended) for Method 21 testing. Topics of the manual include: Regulated equipment; Method 21 test procedures; Recordkeeping and reporting; Potential sources of emissions; Portable VOC measurement instruments; Leak testing procedures; and Safety issues for leak inspections. |
