Abstract |
The report describes the evolution of urban transportation planning. The document focuses primarily on developments in technical procedures, philosophy, processes, and institutions, but also covers key changes in legislation, policy, regulations, and technology which ultimately affect the planning process. Among the issues discussed are the beginnings of urban transportation planning, development of intergovernmental coordination mechanisms, environment, citizen participation, the rise of multimodal planning, short term planning, transportation in the context of urban economic revitalization, decentralization of decisionmaking, and more extensive private sector participation. The report should be especially informative to policy-oriented transportation planners, or students of the transportation planning process. |
