The NTRL offers online, free and open access to these authenticated government technical reports. Technical reports and documents in its repository may be available online for free either from the issuing federal agency, the U.S. Government Publishing Office’s Federal Digital System website, or through search engines.

Abstract The numbered memoranda series is used to communicate identical information to intermediaries and carriers on subjects and issues not appropriate for the Medicare Intermediary or the Medicare Carriers Manuals because they are not on-going instructions. Program Memorandums are used for such items as conveying short-term interim procedures, lists of immediate but not continuing interest, and reminder notices.
