Abstract The value of restructuring existing COBOL application assets is an increasingly debated topic among those principals and professionals engaged in software management...And for good reason. The restructuring debate presupposes that the expense of completely redeveloping the systems the authors currently run is an investment that goes beyond the financial reach of the most well-heeled of organizations. Moreover, global redevelopment defies the essential precepts of sound management principles inasmuch as it ignores or substantially subordinates the opportunity to productively amortize the investment made to date in existing source code. Thus the debate focuses on the degree to which a restructuring approach can assist software managers in extending their systems amortization period and in reducing or slowing the rising cost of managing their existing software assets. It is argued that highly structured code is easier and therefore less costly to maintain than is code that does not adhere to generally accepted structuring standards.
