Abstract |
An indepth survey of resource recovery facilities was conducted. Seven facilities were investigated: four facilities that produced a refuse derived fuel for offsite use, two incineration facilities (SIC-4953), and one production facility that had onsite combustion. Area and personal sampling for particulates, organic contaminants, trace metals, microorganisms, and noise were conducted. Engineering controls were inspected. Health and safety programs were reviewed. Nuisance dust and noise were the only excessive exposures observed. Local exhaust ventilation was the most commonly used engineering control. Many of these systems were poorly maintained. Noise control technology use was very limited. Medical monitoring programs varied from site to site. No audiometric or spirometric monitoring was conducted. Many employees did not wear personal protective equipment, even though it was available. The authors conclude that there is no need to develop a criteria document for the industry. Recommendations include providing respiratory protection for workers in dusty areas and establishing hearing conservation programs. |
