Abstract	The study was conducted to identify significant hazards and recommend solutions to reduce the injury and severity rates in the General Building and Heavy Construction Industries (SIC 15 and 16). The study involved preparation of a digest of Federal and State regulations pertinent to the study area as well as an evaluation of the magnitude of the relevant safety problems. Actual accident/injury case records were reviewed to identify causal factors and to determine extent of OSHA coverage. Findings of the overall study resulted in recommendations for new or revised regulations and/or standards promulgation in the following five categories: Education and Training; Protective Headgear (Hard Hats); Medical Screening; Scaffolding; and Safety Nets.
