| Abstract |
The report presents a summary of planning and programming methodologies used to test and evaluate transportation alternatives at the state level. One hundred and forty-two techniques are described covering all modes of transportation; primary emphasis is on sketch-planning techniques. The interrelationship of (1) major transportation-related issues facing state agencies; (2) needed information to respond to these issues; and (3) techniques to provide the information was identified through discussions with numerous state officials. Environmental, social, economic, travel, development, legal/administrative/institutional/financial impacts related to plan and program evaluation are addressed. The results of an extensive literative review are described in an annotated bibliography. Several High priority planning techniques were selected during the Phase I effort reported herein for testing and evaluation in the second phase. Descriptions of three case study applications will be documented in a future report in the areas of (1) highway-user revenue forecasting and analysis, (2) priority programming, and (3) energy conservation forecasting. |
