Abstract	A Final Environmental Statement for the Puerto Rico Water Resources Authority related to the suitability of the Islote site for eventual construction of the North Coast Nuclear Plant, Unit No. 1 (Docket No. 50-376) on the north central coast of Puerto Rico, has been prepared by the Office of Nuclear Reactor Regulation of the Nuclear Regulatory Commission. This statement provides (1) a summary of the environmental impact and adverse effects of the proposed facility, and (2) a consideration of principal alternatives. Also included are comments of governmental agencies and other organizations on the Draft Environmental Statement and staff responses to these comments. The NRC staff has concluded, based on the analysis and evaluation set forth in the statement, including consideration of the alternative sites, energy sources, and heat dissipation methods, that the Islote site is a suitable location for a nuclear power station subject to conditions for the protection of the environment. These conditions include requiring the applicant to establish a control program for construction activities and periodic management audits to determine the adequacy of implementation of environmental conditions.
