Abstract |
A study was conducted during the period August 1, 1973 to June 30, 1974 of contracting for underground construction as practiced in the U.S., Europe, Japan, and Australia. The study was made by the 24-member Standing Subcommittee No. 4, 'Contracting Practices' of the U.S. National Committee on Tunneling Technology. Two consultants, one qualified in contract law and the other in construction engineering, assisted the Subcommittee. Based on the study, 17 recommendations are made for improvements in U.S. contracting practices. Included are recommendations on rights-of-way, disclosure of subsurface information, disclaimers, changed conditions, extraordinary water problems, types of insurance, tunnel support, change negotiations, value engineering, publication of engineer's estimate, contractor financing costs, and arbitration. The report includes a comprehensive bibliography of books, reports, periodicals, articles, laws, regulations, and regulations of European countries. |
