Abstract The recommended project is designed to protect the city of Fairbanks and surrounding community from damaging floods originating on the Tanana and Chena Rivers by a combination of two earthfill dams and a levee system. The project will involve relocating 32 families or businesses, inundating a maximum 10,000 acres of marsh and stream habitat during peak flood levels, and requiring borrow excavation. Fishery losses to be incurred during flood stages and inundating potential Arctic grayling spawning habitat are adverse effects.
