Abstract The National Institute for Occupational Safety and Health (NIOSH) proposes to establish total inward leakage (TIL) requirements under 42 CFR Part 84 for half-mask air-purifying particulate respirators, including both elastomeric face piece and filtering face piece types. The proposed new requirements specify TIL minimum performance requirements and testing to be conducted by NIOSH and respirator manufacturers. NIOSH published a proposed rule on total inward leakage requirements for respirators on October 30, 2009 and established and extended a public-comment period that ended September 30th, 2010. Public comments were collected into a regulatory docket accessible online. NIOSH received public comments that suggested that limitations of the proposed statistical test made the test undesirable and proposed alternatives. RTI reviewed the statistical properties of the proposed NIOSH statistical test and reviewed the public comments in the docket. This report presents the findings of these reviews.
