The National Technical Information Service acquires, indexes, abstracts, and archives the largest collection of U.S. government-sponsored technical reports in existence. The NTRL offers online, free and open access to these authenticated government technical reports. Technical reports and documents in its repository may be available online for free either from the issuing federal agency, the U.S. Government Publishing Office’s Federal Digital System website, or through search engines.

Abstract	The Freedom of Information Act (FOIA) can be found in Title 5 of the United States Code, Section 552. It is a Federal statute that provides that any person has a right to request access to records in the possession of a Federal agency, unless that record is protected from disclosure by any of the FOIA's exemptions. The FOIA was enacted to strengthen our democratic form of government by allowing ready access to government records by anyone who asks, for any purpose. This is one way of ensuring that the government operates openly and thus remains accountable to the governed. In 1996, the Electronic Freedom of Information Act Amendments (E-FOIA) was signed into law. E-FOIA will make it possible for you to have electronic access to important agency information.
