Abstract	The authorized flood control and tidal hurricane protection project is known as the Elizabeth Flood Control Project, and is located along the Elizabeth River within Union County in Hillside Township, Union Township, and the City of Elizabeth, in northeastern New Jersey. The proposed plan of improvement consists mainly of the construction of levees, flood walls and flume, and channel deepening. Channelization will be by hydraulic dredge methods. The determined adverse impacts include: Disposal of dredged material (predominently organic silt and peat) on marshland or flatland' Development of undeveloped marshland protected from flooding an adverse environmental effect with respect to conservation group interests, but a beneficial enviornmental effect with respect to commercial and industrial development group interests); Abrupt changes in visual quality and obstructions to views of the river; The taking of land and acquisition of buildings; and Temporary loss of vegetation and recreational land-use areas during construction.
