Abstract The proposal consists of providing a four-lane structure to accommodate traffic on Illinois Route 23 over the Illinois River within the city of Ottawa, Illinois. The impact of this project will be to relieve traffic congestion within the city. Some families and a private yacht club would be displaced by this action, and some land would be needed from a marina.
