Abstract This paper presents a study sponsored by the US Department of Energy's (DOE) Office of Basic Energy Sciences that was conducted at two of DOE's national laboratories. The study has two goals: understanding the key elements in research environments that contribute to the ability of staff to accomplish excellent research, and developing tools and processes for assessing and improving such environments.
