Abstract In Russia the system of reference materials of composition and properties of substances and materials (RMs(sub)) forms one of the components of the Russian State system of measurements (SSM), the legal basis of which is the Law (On provision of Measurement Unity) adopted in 1993. The Law regulates the interrelations between the State management bodies of Russia and juridical and physical persons on metrology issues.
