Abstract	The Joint Chiefs of Staff have decided that our first major objective in the War against Japan will be the vital LUZON-FORMOSA-CHINA COAST area and that 'the most feasible approach to this objective is by way of the MARIANAS-CAROLINES- PALAU-MINDANAO area. The following operations are included in the main courses of action prescribed by the Joint Chiefs of Staff for establishing our forces in the LUZON-FORMOSA-CHINA COAST area.
