Abstract	This Regulation implements DoD Directive 1000.21 (reference (a)) and establishes DoD and Department of State (DoS) policies and procedures for obtaining no-fee passports and/or visas and administration of Passport and Passport Agent Services. This Regulation is used in conjunction with the DoS passport Agent's Manual (reference (b)) and the Department of Defense Foreign Clearance Guide (FCG) (reference (c)). It provides instructions and control of forms required for passports and/or visa applications and prescribes the use for DD Form 1056, 'Authorization to Apply for a No-Fee Passport and/or Visa.' It specifies DoS and DoD policy and procedural guidance on the acquisition, issuance, and use of passports and/or visas for official travel.
